ELIGIBILITY:

  1. Valley members with established Valley handicaps are eligible and will have priority to join the tournament.
  2. Priority slots as follows:
    1. PROPRIETARY MEMBERS, CORPORATE MEMBERS, ASSOCIATE MEMBERS, PLAYING RIGHTS MEMBERS AND LIFETIME MEMBERS
    2. SPOUSES AND DEPENDENTS BELOW 21 YEARS OLD
  3. Entries will be prioritized on a “first come, first served” basis as determined by the Registration Forms, which will be numbered as received.
  4. The DEADLINE for Members to Sign-Up will be on January 15, 2026, at 5:00 P.M. Members lose priority after the previously mentioned deadline.
  5. Dependents will be accommodated only if there are slots still available. There will be a separate sign-up sheet for dependents.

REGISTRATION:

  1. Members must register, preferably in person, at the Registration Desk and can also download the entry form at the tee time website and send it through Viber.
    1. Verbal Registration by phone will NOT be entertained.
    2. Unsigned Registration forms will NOT be accepted.
  2. Teams must indicate their preferred playing dates (Sets 1A to 4B) on the Registration Form.
  3. If the team can no longer be accommodated on their chosen playing dates, set assignments will be made on a “first come, first served” basis (as determined by their registration numbers) and the order of preference indicated in the registration form.

SIZE OF FIELD:

  1. MAXIMUM OF 400 TEAMS/800 PLAYERS (Member-Guest & Sponsor)

REGISTRATION FEE: Php 25,600 per team

Entry fee: Php 20,000 per team. This fee covers the giveaways for each participant, green fees of the guest, cocktails, dinner at the Awards Ceremony, participation in the tournament raffle (Note: not the Grand Raffle), and two practice rounds for the guest (one for each course). Practice rounds are valid only during the dates before the tournament.

Mulligan and Caddie Fees: Php 5,600 per team

MULLIGANS: Mandatory at Php 600 per day per player.
It may be used anywhere (1 at the front 9 and 1 at the back 9) except on the putting green. All players must declare their intent to their flight mates/competitors before using their mulligan.

CADDIE FEE: The minimum Caddie Fee for the tournament is Php 800 per 18-hole round.

Tournament Raffle: There will be raffle prizes for the afternoon participants during the cocktail evenings on top of the tournament raffle prizes at the Awarding Ceremony. Physical presence shall be required for the minor prizes drawn during the cocktails. However, at the awarding ceremony on Monday, physical presence shall not be required for the minor prizes, as these will be pre-drawn, and the results will be posted on specified bulletin boards to save time. However, physical presence shall still be required for the major raffle prizes in the tournament to be drawn during the Awarding Ceremony

HANDICAPPING:

  1. Club members will use their February 1, 2026, WHS Index. The maximum handicap allowed for members of the tournament will be 36 and the minimum is -1.
  2. Guests must submit their February 1, 2026 handicap index duly issued and certified by World Handicapping System (WHS), or any USGA or R&A certified golf club. Maximum handicap index for guests will be 15.4 or 80% of WHS whichever is lower for both courses. Guests with handicap index higher than 15.4 may still join, but their handicap index will be capped at 15.4. HANDICAP CERTIFICATIONS ISSUED BY ANY ASSOCIATION OTHER THAN THOSE MENTIONED ABOVE ARE NOT VALID FOR THIS TOURNAMENT AND WILL NOT BE ACCEPTED. If the guest has no WHS or certified handicap by a USGA/R&A accredited club, his/her handicap for the tournament shall be zero (0).
    1. It is the Valley member’s responsibility to submit his/her guest’s February 1, 2026, verifiable handicap index certifications. Handicaps must be certified by USGA/R&A accredited clubs using WHS handicap certifications.

    Stableford Point System, NET OF HANDICAP. (Net double bogey = 0. Pickup)
    Maximum Points: Aggregate: 42 points per player (6 under)
  2. Sponsors Division
    System 36 Scoring System

PAIRINGS:

Absolutely no requests for flight mates will be accepted.

Men — BLUE TEES
Ladies — RED TEES
Senior male players 55 years old and above, based on year of birth — WHITE TEES
Juniors: below 12 years old – WHITE TEES

CLASSIFICATION:

  1. Teams will be classified into four (4) divisions divided equally based on the total number of participants ranked from lowest to highest based on the member’s local tournament handicap index. There will be a Ladies division where both players must be female.
  2. There will be a separate division for sponsors and their guests. If a sponsor or his partner is a member of VGCCI, they can compete in the regular divisions.
  3. Two members, dependents, or a combination of both may NOT form a team in the
    Regular Division.

PRACTICE ROUNDS:

Guests may play one (1) round for the South Course and one (1) round for the North Course until Saturday, February 6, 2026.

  1. SOUTH COURSE: may be used only on weekdays (except on holidays). Guests must be accompanied by one member per flight.
  2. NORTH COURSE: may be used anytime. Guests must be accompanied by one member per flight.

Guests Note: Guests may opt to combine their South and North green fee coupons to be able to play the South Course on a weekend or holiday, provided they are accompanied by a member.

Last Day for All WITHDRAWALS – After this date, your accounts will be charged the full tournament fee. The member will still receive the giveaways, and his name will be included in the raffle. All withdrawals must be made in writing. All requests for withdrawal must be accomplished in duplicate with one copy going to the tournament committee and the other to the member (as proof of his/her backing out). Verbal requests for withdrawal will not be entertained. If the guest has played at least one (1) practice round, the member will be charged the full
tournament fee.

Dependents may be accommodated subject to the availability of slots. There will be a separate sign-up sheet for dependents. Members lose their priority after the previously mentioned deadline.

THE 25th DCT CUP COMMITTEE WILL RESOLVE ALL DISPUTES IMMEDIATELY AFTER THE GAME. PLEASE BE ON THE LOOKOUT FOR UPDATES AND ANNOUNCEMENTS. THE COMMITTEE RESERVES THE RIGHT TO CHANGE ANY RULE OR ADD RULES IN THE BEST INTEREST OF THE TOURNAMENT.

Welcome to the 25th Don Celso Tuason & Valley Founders’ Cup.

This year, we reach a landmark milestone—our Silver Anniversary. For a quarter of a century, this tournament has stood as the pinnacle of our club’s competitive spirit and social fabric. It is a moment to honor the vision of Don Celso Tuason and our Founding Members, whose passion for the game laid the very foundations upon which we play today.

As we celebrate twenty-five years, we are not just looking back at our storied past, but also forward to a vibrant future. This tournament is a testament to the enduring camaraderie and the “Valley Golf spirit” that defines us. Whether you are a veteran of many Founders’ Cups or joining us for the first time, you are part of a legacy that continues to grow.

I wish all our participants fair weather, accurate shots, steady putts, and, above all, a memorable celebration of friendship and sport.

OFFICIAL RULE BOOK

Conditions of Play

The 25th Don Celso S. Tuason & Valley Founders’ Cup will be conducted in accordance with the Rules of Golf as approved by the R&A Rules Limited, USGA and the local rules of Valley Golf and Country Club, Inc. (VGCCI).

Manner of Play

The tournament is a 36-hole, two-day, two-player team competition. Each team will consist of one VGCCI member and one guest, except for the Sponsors Division, where two guests or two members may compete.

Format

South Course: Best Ball (better score per hole)
North Course: Aggregate

Size of Field

400 Teams. Team classification will be based on the members local tournament handicap index.

There will be a separate division for sponsors. A Sponsors team with a VGCCI member participant may compete in either the Sponsors or the Regular Divisions. Should the team opt to play in the Regular Divisions, both the member and the guest must have established handicaps in accordance with the provisions in the Eligibility Section below and must declare their intent to join the regular division before the deadline for signing up.

ELIGIBILITY

MEMBERS:

VGCCI members in good standing and with established handicaps are qualified to participate. Members will use their February 1, 2026 local tournament handicap Index. New VGCCI members without an established local handicap as of February 2026 may use their current WHS or any USGA or R&A certified golf club Handicap Index. However, a 20% deduction will be applied, and they will compete using 80% of their declared WHS index to maintain tournament equity. Maximum handicap for VGCCI members shall be set at 36 and the minimum handicap is -1. The Tournament Committee may also issue provisional handicaps for new VGCCI members subject to club rules & procedures.

HANDICAPS:

February 1, 2026 handicaps will be used as basis for the tournament and division classification.

GUESTS:

Guests must submit their February 1, 2026 handicap index duly issued and certified by World Handicapping System (WHS), or any USGA or R&A certified golf club. Maximum handicap index for guests will be 15.4 or 80% of WHS whichever is lower for both courses. Guests with handicap index higher than 15.4 may still join, but their handicap index will be capped at 15.4. HANDICAP CERTIFICATIONS ISSUED BY ANY ASSOCIATION OTHER THAN THOSE MENTIONED ABOVE ARE NOT VALID FOR THIS TOURNAMENT AND WILL NOT BE ACCEPTED.

Guests who do not submit their handicap certification will be given a handicap of zero (0). All handicaps must be submitted before the first flight tees off on the first day.

The Tournament Committee shall verify handicaps submitted by VGCCI members and guests and reserves the right to adjust the same and/or disqualify any team found to have violated the eligibility and/or handicap rules.

ENTRY FEE:

Php 20,000 per Team
(Note: As explained in the Circular and Entry Form, this entry fee is only for the Tournament, and not for the Grand Raffle.)

TEAM CLASSIFICATIONS & QUALIFICATIONS:

  1. Teams will be classified into four (4) divisions divided equally based on the total number of participants ranked from lowest to highest based on the member’s local tournament handicap index.

  3. There will be a separate division for sponsors and their guests. If either the sponsor or his partner is a member of VGCCI, the team has the option to compete in the Regular divisions
  4. Two VGCCI members, dependents or a combination of both, may NOT form a team in the Regular Division.
  5. Since the 25th DCT & Founders Cup is an amateur tournament, professional golfers shall not be allowed to play as guests.

TEES

BLUE TEES – Regular Male players (54 years old and below)
RED TEES – Ladies
WHITE TEES – Senior Male players (55 to 64 years old) Basis for Computing Age: Year of Birth.

SCORING

Each team member will play his or her own ball in both formats.

  1. Regular Division:
    Stableford (PAL) Point System
    NET OF HANDICAP (Pick up net double bogey)
    South Course: Best Ball Format
    North Course: Aggregate Format
    Maximum Points — 42 points per player (6 under).
  2. Sponsors Division: System 36

IMPORTANT REMINDERS:

SCORECARDS – Markers & Signatures

  1. Cross-scoring will be implemented. Each team shall assign a marker to record the scores of the other team. It is the responsibility of the assigned marker to enter all scores for the players of the other team. Caddies are not allowed to record the scores in the official scorecard. Penalty is disqualification.
  2. The applicable handicap per hole will be indicated in the official scorecard of each player.
  3. In Stableford (PAL) competition, the marker will only record the gross number of strokes for each hole (NOT the net score) where the competitor’s net score could earn one (1) or more points. If the player can no longer score a point in the hole, i.e. zero (0) point, the marker will write an “X” in the scorecard for that hole. (Net double bogey)
  4. All corrections must be initialed by the designated marker.
  5. At least one (1) member from each team must sign the scorecards.

LATE TO TEE OFF

A player is “late to tee off” when he/she is not at the teeing ground and ready to play the moment the shotgun signal is fired. Player will not be disqualified. Instead, marker will put an “X” on all the holes where he/she failed to play. Player will be allowed to play on the hole where he/she is able to catch up with assigned flight and deemed ready to play.

MANDATORY PICK-UP

Players must pick up their ball once they reach net double bogey on a hole.

For example, a player with a handicap of 1 on a par 4 must pick up once they have played 7 strokes. The player’s score for the hole will be recorded as zero (0) points.

Failure to comply will result in an automatic infraction, classified as Undue Delay under Rule 32. In accordance with Rule 6-7, a penalty of two (2) points will be deducted from the team’s score for the round.

OPEN HOLE

Any Group (Flight) that cannot maintain the pace of play during the tournament, i.e., with an OPEN HOLE, will be warned by the Marshall or the following flight to speed up play. Should the Group so warned continue to have an Open Hole by the time the preceding flight is ready to tee-off in their next hole, the players will be requested by the Marshall to proceed to the next tee without completing play in the said hole. The teams in the group will be considered as having scored zero (0) points on the Hole(s) where they caused undue delay to succeeding flights in the Tournament. For subsequent and repeated Open Hole violations, the penalty of disqualification will be imposed on the Group.

Definition of Open Hole: A hole is deemed an Open Hole when no group or flight is playing in the said hole from tee to green.

Example: Warning given by the Marshall for slow play in Hole No. 5, since Hole No. 6 is already an Open Hole. If the next hole, Hole No. 7, in turn becomes an Open Hole while the flight who received the warning has not yet finished Hole No. 6, the flight with the Open Hole should immediately proceed to Hole No. 7 without holing-out in Hole No. 6. The teams in the said flight would be considered as having scored zero in Hole No.6.

“GIMME-PUTT” CIRCLE:

If a ball comes to rest within the designated “gimme putt” circle but is not holed, the player is allowed to pick up the ball and is considered to have holed out on the next stroke.

Any concession of putts outside the “gimme putt” circle is strictly prohibited. Both the player who grants an unauthorized concession and the player who accepts it will incur a two-stroke penalty per violation.

To ensure compliance, the Committee will assign a senior caddie per flight to monitor play and report any infractions of this rule.

MULLIGAN:

REMINDER TO ALL PARTICIPANTS:
Upon completion of the round

 

  1. Each scorecard must have at least 2 signatures – one from each team in the flight; or if the team is playing alone, the designated marker must also sign their scorecards.
  2. The designated marker must initial all corrections.
  3. Players must drop their scorecards in the BOX provided on the table in the Main Clubhouse (beside the Registration Counter). All scorecards must be submitted within fifteen (15) minutes after the round. Any scorecard submitted beyond the
    specified period will be considered invalid. Zero (0) points will be posted for teams who fail to submit their scorecards within the prescribed period.
  4. Players must not forget to give the caddie stub to their respective caddies.

The following Stableford Points corresponding to the player’s NET score will be used:

RESOLUTION OF TIES

Ties for low net honors will be broken in following order:

Regular Divisions:

  1. In favor of the team with the lower team handicap.
  2. In favor of the team with the better combined Stableford points total in the Aggregate format.
  3. f still tied, in favor of the team with the most number of natural holes-in-one.
  4. If still tied, in favor of the team with the most number of natural eagles.
  5. If still tied, in favor of the team with the most number of natural birdies.
  6. If still tied, in favor of the team with the most number of natural pars.
  7. If still tied, winner will be determined by drawing of lots.

Ties for lowest gross champion will be broken in the following order:

  1. In favor of the team with the most number of natural holes-in-one.
  2. If still tied, in favor of the team with the most number of natural eagles.
  3. f still tied, in favor of the team with the most number of natural birdies.
  4. If still tied, in favor of the team with the most number of natural pars.
  5. If still tied, winner will be determined by drawing of lots.

Sponsors’ Division:

  1. In favor of the team with the lower combined gross scores at the South Course.
  2. If still tied, in favor of the team with the most number of holes-in-one, most number of eagles, birdies, and so on.
  3. If still tied, winner will be determined by drawing lots.

PRIZES AND AWARDS

  1. The 25th Don Celso S. Tuason & Valley Founders’ Cup Overall Champion
    1. The team with the highest combined total points for both days shall be named the Overall Champion.
    2. The team members of the overall champion will receive their trophies during the Awards Night.
    3. The names of the Overall Champions will also be engraved on the perpetual trophy displayed in the Club.
  2. Lowest Gross Champion
    1. The team with the highest combined total points based on gross scores without applying handicaps shall be declared as the lowest gross champion.
    2. The team members of the lowest gross champion will receive their trophies during the Awards Night.
  3. The team members of the Regular Division winners will receive the following trophies:
    The team with the highest combined total points for both days in their respective division shall be named the Division Champion.

Hole-In-One

There will be a Hole-In-One prize on Par-3 holes. All players making a hole-in-one on the same Par 3 hole for the duration of the tournament will share equally in the prize for that particular hole, unless otherwise stipulated by the sponsor.

MULLIGAN SHOTS ARE NOT ENTITLED TO WIN ANY HOLE-IN-ONE PRIZES.

CONDITIONS OF PLAY & DISPUTE RESOLUTION

All questions on rules will be referred to the Official Rulesman during the tournament. The Tournament Committee reserves the right to change any condition of play prior to the start of the tournament, and to review the decision of the Rulesman upon proper written request by any bonafide participant. By joining the tournament, the participants are deemed to have accepted the conditions of play and agreed that the 10 decisions of the Tournament Committee will be binding and final on them.

AWARDS NIGHT

The Tournament Committee cordially invites all participants to attend the Awards Night Dinner and tournament raffle draw starting at 6:00 P.M. on Monday, February 16, 2026 at Solaire North, Grand Ballroom. Physical presence is not required for minor tournament raffle prizes, which will be pre-drawn by the DCT Cup Tournament Committee. The results will be posted in designated areas. However, physical presence shall be required for the major tournament raffle prizes.

DRESS CODE

Participants are reminded to strictly observe the VGCCI Dress Code within the clubhouse, on the golf course, and at the awards venue. Please be advised that SHORTS AND SLIPPERS ARE STRICTLY PROHIBITED during the Awards Night.

Those who do not meet the dress code requirements will be denied entry to the venue. While excluded participants remain eligible for minor raffle prizes, they will forfeit their chance to win any major tournament raffle prizes, as winners must be present at the venue to claim them.
