CONDITIONS OF PLAY

ELIGIBILITY:

Amateur golfers with established WHS or GHIN are eligible to participate.

MANNER OF PLAY:

36-hole, two-day, four-player-three-to-count team competition.

TEAM COMPOSITION:

A 4-player combination of member-guest, all guests, or all members

HANDICAPPING:

  1. WHS or GHIN handicap index as of February 16, 2023 will be used. The maximum handicap will be 28 index.
  2. All other handicap indexes, except for November – December 2022, are subject to a minimum deduction of four (4) off the handicap.
  3. All handicap indexes are subject to review by the Tournament Committee. The tournament committee is authorized to lower a player’s handicap as they see fit. The Committee will assign Zero handicaps to players who do not have a verifiable handicap index. If the Player has multiple club memberships, the lowest handicap index would be used.

TEAM CLASSIFICATION:

  1. The team index will be based on the average of the lowest two (2) team members’ WHS indices.
  2. There will be four (4) divisions based on the team index as follows:

Division I:
Division II:
Division III:
Division IV:

0 – 11.9
12.0 – 19.9
20.0 – 27.9
28.0 and Above

TEES:


Men – BLUE TEES
Ladies – RED TEES
Senior male players 55 years old and above, based on year of birth – WHITE TEES

SCORING:

  1. Each team will comprise 4 players, of which 3 of the best points scores will count.
  2. The following Stableford Points corresponding to the player’s gross score will be used:

SLOW PLAY: Any act of slow play shall result in the following: first warning – no stroke penalty, second warning – with one stroke penalty to the Player, third warning – with a two-stroke penalty to the Player, and fourth warning –disqualification of the Player for the day. Only the Tournament Committee may impose such penalties.

MANDATORY PICK-UP: Mandatory double bogey pick-up to speed up the pace of play. Players who refuse to pick up after a double bogey result in an automatic two-point deduction for the team.

HOLE ASSIGNMENT: The assigned holes will be given per team. Each team should appoint a captain to choose the hole assignment to his members. Flight schedules are final.

LATE TO TEE: Any player will get zero points on every missed hole. A player already missed the hole once any flight mate has made the second shot.

THE 13th KA ELIONG COMMITTEE WILL RESOLVE ALL DISPUTES IMMEDIATELY AFTER THE GAME. PLEASE ALWAYS BE ON THE LOOK OUT FOR UPDATES ANDANNOUNCEMENTS. THE COMMITTEE RESERVES THE RIGHT TO CHANGE ANY RULE OR ADD RULES IN THE BEST INTEREST OF THE TOURNAMENT. The rules committee is composed of Tony Pancho, Irene Marcelo and Rodel Mangulabnan

TOURNAMENT PROCEDURE

Please follow these specific instructions for the tournament proper:

  1. Drop your bag at the bag drop area and state your full name to the attendant.
  2. You will receive a bag tag and proceed to the front desk to get a passport.
  3. Register to confirm tee time at the front desk at least 30 minutes before shotgun starts and confirm with any golf operation staff for hole assignment.
  4. Proceed to the assigned hole before the shotgun start.
  5. Players are responsible for their actions and the actions of their caddies.
  6. Players are responsible for the accuracy and submission of their scorecards. Once submitted to the Committee, players may not make any alterations. You may submit the scorecards at the starter house.
  7. Players are responsible for their clubs. Please count your clubs before the game (only a maximum of fourteen clubs are allowed) and when claiming golf bag.
  8. Non-conforming drivers are not allowed, and their use is subject to R&A / USGA.
  9. The Rules of Golf of the Royal and Ancient Golf Club of St. Andrews and the local rules of the club will govern
    players. Questions shall be settled by the Tournament Committee, whose decision shall be final. The
    competition shall be deemed closed when the trophy has been presented.

RAFFLE :

Awarding of minor raffle starts at 3:00 pm on March 25, 2023. Presence is required for all raffle prizes.

LOCAL RULES

  1. If a ball is lost, lies, or touches any part of the landscape area, a player may drop the ball at the nearest point of relief with one stroke penalty.
  2. Bahia grass is considered through the green.
  3. Hole number 5 from the tee if the Player’s ball failed to cross the water hazard margin. The Player will hit again at the tee box ( option to re-teed the ball ) with ( 1 ) one-stroke penalty.
  4. All GUR and cut trees shall only be marked with blue stakes and blue paint. Otherwise, play your ball as it lies.
  5. Bridges are considered part of the water hazard.
  6. Hole numbers 5, 16, 17, and 18. Out-of-bounds lines drawn from the cart path replace out-of-bounds stakes. Please note that the line itself is out of bounds. A ball is out of bounds when all of it lies out of bounds. In addition, a player can stand out of bounds when playing ball in bounds.
  7. French drains located along riverbanks, landscaped areas, and cascading canals define boundaries for all hazards.
  8. If a player’s ball rests on the greenside collar, the Player may place his ball to the nearest point of relief, not nearer the hole. The Player may place his ball outside the green.
  9. Hole no. 17 from the tee, If the Player’s ball goes directly into the hazard and cannot be played, the Player must drop the ball at the designated drop zone with (1) one stroke penalty.
  10. Hole no. 8 from the tee. If the Player’s ball sliced and crossed the hazard margin went to hole no. 2. it will be considered as the wrong fairway. The Player must drop the ball at the designated drop zone with (1) one stroke penalty.
  11. When in doubt concerning any rules decisions, play the two-ball option for stroke play and request a ruling from any golf operation staff.
