CONDITIONS OF PLAY

ELIGIBILITY

Only bonafide members, spouses, dependents, and guests of Tagaytay Highlands International Golf Club, Inc. and Tagaytay Midlands Golf Club, Inc. are eligible to participate in the tournament. The tournament is an all-amateur tournament and professionals are not eligible to compete.

RULES

The tournament will be governed by:

1. The Rules of Golf according to the Royal and Ancient Golf Club of St. Andrews;
2. The local rules as printed on the reverse of the official scorecards of Tagaytay Highlands and Tagaytay Midlands; and
3. Tournament rules that are listed in this form and announcements made before the tournament.

TEE-OFF AND REGISTRATION

Before registering, please check your team’s assigned golf course for the day as the field will be divided into two groups.

Registration opens at 6:15 a.m. everyday. Tee-off will be a shotgun start at 8:00 a.m. for Highlands Course & Midlands Golf Course for the six-day event.

All participants are required to register at least 1 hour before the Shotgun start at Highlands and Midlands.

For Highlands, last shuttle to respective holes will be at 7:45 am. There will be another shotgun to signify end of play.

FORMAT

  • 2-Man Team Competition using the Scramble Format

At the start of every hole, each player hits a tee shot and one of the two shots is selected. Through the green, the selected ball can be lifted, cleaned and placed within one scorecard length from its original spot, and the second ball must be placed within one scorecard length of the selected ball provided that the ball must be placed not nearer the hole, as that of the chosen ball. This process is repeated until play of the hole is completed. On the green, the second ball must be placed within one putter head of the selected ball, not nearer the hole. Penalty for Breach of any of these special rules is 2 strokes for the team. Players are cautioned not to putt-through unless both players have already played their shots. The team is considered to have holed-out if the ball has already gone in the hole and no further stroke will be permitted.

TEAM COMPOSITION

The difference between the handicaps of the partners must not exceed 8 STROKES. In case the handicap difference exceeds 8 strokes, the higher handicap will be adjusted to meet the maximum 8 strokes difference.

HANDICAPS

Each player needs to submit his/her official index from WHS as of February 2023. If a player has more than one index, the lower index should be submitted. Those members who wish to join but have no Official Club Handicap may submit their lowest certified handicap index from other clubs. Those with no certified handicap indexes or those who fail to submit their latest official index from WHS on or before February 7, 2023
will be given a handicap of zero (0).

Foreign participants may submit handicap index cards duly recognized by the USGA or the R&A Golf Club of St. Andrews.

Maximum handicap for member, spouses and dependents will be pegged at 36.

The maximum handicap for male guest is 18 and 24 for female guest.

TEAM HANDICAP COMPUTATION

40% of the combined HIGHLANDS handicap
Note: 0.5 will be rounded up to 1

THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO REVIEW AND ADJUST HANDICAPS, BEFORE, DURING AND IMMEDIATELY AFTER THE TOURNAMENT AND TO DISQUALIFY ANY PLAYERS FOUND IN VIOLATION OF THE HANDICAP RULES.

MULLIGANS

MANDATORY MULLIGAN tickets are to be sold to each participant at Php 400.00 per 18 holes. Mulligans may be used anywhere except in the putting green and must be announced to the marker before it is used.

A player may only use one (1) mulligan on the front nine (9) and one mulligan on the back nine (9). A mulligan is not valid for a hole-in-one prize, although the net score using a mulligan will count for the team. Once a mulligan is played, that ball used shall become the ball in play.

DIVISIONS

Men’s & Mixed Teams (Male & Female) shall be equally divided into three (3) groups which will be determined according to their computed HIGHLANDS TEAM HANDICAP. Ladies grouping shall be an Open Classification.

Groupings will be as follows:

Group I – 1st 1/3 of Team Handicap
Group II – 2nd 1/3 of Team Handicap
Group III – 3rd 1/3 of Team Handicap
Ladies Division – Open Classification

MIXED TEAMS (Male & Female) will be allowed on the condition that they
will be grouped in the regular division (Group I, II, or III).

The team with the lowest combined net team score at Tagaytay Highlands International Golf Club and Tagaytay Midlands Golf Club will be declared OVERALL CHAMPION of the BELLE CUP 2023

TIEBREAKS

Ties will be settled as follows:

For OVER ALL, Ties will be settled by a countback starting with the lower Team Handicap, lower team net score in Midlands and lower net score in Highlands. If ties are still unresolved, it will be further be settled by Midlands hole no 10 -18 gross score, then Highlands Hole no 10-18 gross score. If still unresolved, a toss coin will determine the winner.

A team can only WIN ONE CATEGORY which ever is higher. In the event that a team scores the lowest net score & lowest gross score. The said team will be awarded as the OVERALL TEAM CHAMPION. The second best gross score will be awarded the LOW GROSS TEAM CHAMPION.

WHITE TEES – Seniors (55 years to 79 years old)

ORANGE TEES – Seniors (80 years old and above)

GIMME & SCORING

A GIMME circle will be used to speed up play. Every team should observe cross scoring and not let caddies do the scoring.

MEASURING DEVICES

All types of measuring devices are allowed to be used during the tournament except range finder with slope.

RAFFLE PRIZES

– PRESENCE IS REQUIRED FOR ALL MAJOR RAFFLE ITEMS.

THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO CHANGE ANY PROVISION IN THE CONDITIONS OF PLAY AT ANY TIME IT DEEMS NECESSARY FOR THE BEST INTEREST OF THE TOURNAMENT. THE TOURNAMENT COMMITTEE’S DECISION ON MATTERS CONCERNING THE CONDITIONS OF PLAY IS FINAL.

SCORECARDS SHALL BE SUBMITTED 30 MINUTES AFTER THE END GAME SHOTGUN. FAILURE TO DO SO, WILL AUTOMATICALLY RESULT TO DISQUALIFICATION. THE TOURNAMENT WILL BE DEEMED CLOSED AFTER THE LAST TROPHY HAS BEEN AWARDED.
