This is open to all golfers. WHS or PGRS handicaps will be used. Those with no handicap will play with a handicap of zero (0).
The Rules of Golf as approved by the R&A Rules Limited, and the Local Rules of the Host Club will govern play.
Format is 4-Man Team using full handicap, team play is (4) to play, (3) to count. Another score will be added, which is the best net score per hole from the four players of the team. The total team score will be the sum of the three counted players, and the best hole score over two days of play.
The tournament shall be a 36-hole Modified Stableford competition.
The committee will compute the following Stableford points corresponding to the player’s net score.
| For one over par | 1 point |
| For par | 2 points |
| For one under par | 3 points |
| For two under par | 4 points |
| For three under par | 5 points |
Add one more point for a gross Hole-in-One or gross Double Eagle. Aggregate net points of team players to count.
Players will use their official WHS handicap indexes as of April 30. Their WHS ID must be submitted when registering.
Guests without WHS handicaps may submit handicap certifications from their home clubs or duly-recognized golf associations, but the handicaps will be deducted by 25%. The maximum handicap for guests without WHS handicaps will be 27, while the maximum for guests with WHS or PGRS handicaps is 36. The Handicap Committee may assign, adjust, or reject handicaps of participants as it deems proper. Handicap certificates must be submitted to NOGCC (1) week prior to scheduled play.

In the event of inclement weather or unforeseen circumstances that result in the suspension of play, and not all players can complete the full 18 holes, the tournament committee will implement the following policy to ensure fair and consistent scoring across the field
Nine-Hole Score Policy
If every player in the field has completed at least nine (9) holes, but not all have finished all eighteen (18), the tournament results will be determined using each player’s first nine holes played regardless of the starting hole or tee assignment in the shotgun start format.
Each player is allowed (2) Piligans daily: 1 Piligan at Hole # 1-9 & and 1 Piligan for Hole # 10-18. The player must declare that he is taking a Piligan. He can then proceed to PLACE the ball one scorecard length not nearer the hole from where he played his last shot. Piligans may be used anywhere except on the putting green and may not be used to claim a Hole-in-One prize. (Unlike a Mulligan, where you are required to play the Mulligan shot, you have a choice of which ball will be used in PILIGAN.)
(Note: Caddie fees must be settled directly and immediately with the caddies concerned.)
