GENERAL TOURNAMENT RULES

A. RULES OF PLAY

The tournament is for AMATEUR GOLFERS ONLY and shall be conducted in accordance with the R&A Rules Limited, the USGA and the Local Rules of both Baguio Country Club and Camp John Hay Golf Club.

B. SCHEDULE

C. MANNER OF COMPETITION

  1. The tournament will be divided into two (2) groups, the “FIL” and the “AM” Divisions
  2. Both Divisions shall play 72 holes using Stableford scoring system.
  3. For Team and Individual competitions, there will be a SENIORS Division bracketed into five (5) flights – “Championship” to “D””, while the Men’s REGULARS will be bracketed into EIGHT (8) flights- “Championship” to “G”. Each bracket will still be separate into an “Fil” and “Am” Division.
  4. Practice rounds are for bonafide Fil-Am participants only. Guests are strictly prohibited. Teams violating suchwill be subject to disqualification. Both courses will be available for practice rounds on November 22, 2023,to 12:00 noon of November 24, 2023, for SENIORS and REGULAR FLIGHTS F & G and December 2, 2023,to 12:00 noon of December 10, 2023, for REGULAR FLIGHTS CH, A, B, C, D & E. Practice rounds for both courses must be scheduled in advance upon registration.

D. ENTRIES

  2. Eligible teams must confirm their participation in the tournament by submitting to the Tournament Committee their completed entry forms and the corresponding fees on or before October 1, 2023. Waitlisted teams will be entertained after October 1.
  3. Each team MUST have a designated Team Captain who shall ensure that his team members are familiar with the rules of golf, tournament rules and other rules applicable to the competition. The Team Captain is responsible for verifying, authenticating and submitting copies of the handicap indexes of his team members.
  4. Team Captains can confirm and amend their line-ups at the Baguio Country Club Secretariat. All changes in a team’s line-up must be done at the Team Captains meeting in writing not later than 12:00 nn of November 22, 2023 for the Seniors and Regular Flights F & G and 12:00 nn of December 2 , 2023 for the Regular Flights CH, A, B, C, D & E. Failure of the Team Captain to confirm and certify his team will relieve the Committee of any responsibility for any errors in line-ups or handicaps.

E. HANDICAP

  1. Handicap indexes shall be submitted with the team’s application. All participants must have a valid and verifiable World Handicap System (WHS) or a US GHIN handicap. The Committee reserves the right to reject or adjust handicap indexes of a player before or during tournament proper. The LOWEST HANDICAP INDEX garnered between May 1 to June 30, 2023 shall be utilized for this year’s tournament. NO WHS/GHIN, NO PLAY.

     

    • Handicap index of a player that does not comply with the prescribed window (May 1 to June 30, 2023) is subject to a 33% reduction.
  2. The Maximum allowable index of a player is 28. Players with indexes of 28.1 and above are ineligible to participate.
  3. The average of the 3 lowest Handicap indexes will be used for classification of teams. No player in the “AM” Division shall have a lower handicap than those players in the “FIL” Division.
  4. Questions on handicap indexes of other teams/players shall ONLY be considered until 6:00 PM of November 24, 2023 for the Seniors and Regular Flights F & G, and December 4, 2023 for the Regular Flights CH, A, B, C, D & E.
  5. Teams/ individuals shall be disqualified for submitting confirmed false handicap indexes (Rule 3.3b, Rules of Golf) and may be banned from future participation in the FIL-AM. Team protests must be submitted in writing with an attached proof to the Tournament Committee. The Committee reserves the right to investigate any handicaps.

E. HANDICAP

  1. Team placements in the different flights will be based on the average of the three (3) lowest handicap indexes in the team.
    1. First Week (November 22 to 30, 2023)
      1. Seniors Division Championship, A, B, C and D Flights
      2. Regulars Division Flights F and G
    2. Second Week (December 2 – 10, 2023)
      1. Regulars Division Championship, A, B, C, D and E Flights
  2. All players for the Seniors Division must be 55 years of age by November 25, 2023.
  3. All team champions of the different classifications from last year’s tournament may be advanced to a higher
    classification at the discretion of the Tournament Committee.
  4. Request for team classification, elevation or preferred playing week SHALL NOT BE ENTERTAINED.
  5. Players wanting to play both weeks of the tournament are permitted to do so.
  6. The Tournament Committee reserves the right to classify or reclassify any team/s if it deems such change is
    for the good of the tournament.

G. SCORECARD / SCORING SYSTEM

  1. Official Scorecard Box shall be placed in the designated scoring area on the 9th and18th Hole of both Baguio Country Club and Camp John Hay Golf Club. Once the scorecard has been placed/dropped into the scorecard box, the scorecard is deemed to have been submitted.
  2. The tournament will be scored by the following system:

    6 points – Hole-In-One on par 4 or Double Eagle/ Albatross
    5 points – Hole-In-One on par 3
    4 points – two under par (Eagle)
    3 points – one under par (Birdie)
    2 points – par
    1 point – one over par (Bogey)

    *Note: Players are reminded to record strokes and not points on the official scorecard. 

  3. Each team may field five (5) players with four (4) scores to count for the team for the day.
  4. Ties shall be broken as follows:
    1. Team Competition

      1. Final round score of the 5th player. (Score that did not count)
      2. Best team score for the last 18 holes
      3. Best team score for the last 36 holes
      4. Best team score for the last 54 holes
      5. Most number of eagles then birdies, then pars, then bogeys
    2. Individual Competition
      1. Final round score of the player
      2. Final 36 holes score of the player
      3. Final 54 holes score of the player
      4. If still tied, final 9 holes, final 6 holes, final 3 holes, hole by hole count back from the 72nd hole.

H. TEAM & INDIVIDUAL AWARDS

  1. Team trophies will be awarded to Champions, 1st Runners-up and 2nd Runners-up from the “Championship” flights through “G” flights in the Regulars, from “CH” flights through “D” flights for the Seniors, and Super Seniors for both “FIL” and “AM” Divisions.
  2. Five (5) trophies will be awarded to the members of the winning teams. In case of teams having more than five (5) players, additional trophies will be sent at a later date.
  3. A Trophy will be awarded to the medalist of each individual classification as determined by handicap indexes.
  4. Hole-in-one awards will only be issued for those made during the tournament proper.

I. TEE TIMES AND REQUEST FOR TREE TIME PAIRINGS

  1. Pairings and starting times will be released and posted. Pairings sheets will be made available at the secretariat.

    *Team Captains are required to submit their pairings on or BEFORE 7:00 P.M. Changes in Player’s starting times will not be allowed. A Team Captain may replace a player with a registered alternate/s up until one (1) hour prior to scheduled tee time.

  2. Teams who fail to field the minimum number of four (4) players daily may be disqualified and automatically lose their standing for an invitation to the following year’s tournament.

  3. The Tournament Committee will not entertain any requests for tee times or playing dates. Players who join the tournament must be ready to play on any day of the tournament dates and tee times assigned to them by the Tournament Committee.

J. RULES DECISION

  1. Questions regarding Rules of Golf shall be referred ONLY to the Rules Committee.
  2. Any protest must be submitted immediately in writing (signed by the Team Captain) not later than 6:00 pm of the day of the stipulated round.
  3. Decisions of the Rules Committee shall be final.

K. FIL-AM LOCAL RULES

1.   PACE OF PLAY GUIDELINES

All players must always maintain the proper pace of play. If a group falls behind by having an open hole in front of them, they will be warned by a course marshal/rules official and asked to speed up play and keep pace with the group ahead.

  1. If they do not, in the opinion of the marshal/official, make a conscious effort to speed up play in the next few holes, the marshal/rules official will time all members of the group.
  2. The rules official doing the timing shall be the sole judge of when it is the players turn to play and he is able to play without interference or distraction. Any player who takes more than forty (40) seconds to play his shot from the time it is his turn to play shall incur a BAD TIME and be subject to the following penalties:

    1st Bad Time Warning
    2nd Bad Time One (1) point deduction from total team points
    3rd Bad Time Two (2) point deduction from total team points
    4th Bad Time Disqualification for the stipulated round. Player will be asked to discontinue play.


  3. The group will be timed until they have regained their proper position on the course. A player will carry his bad time for the rest of the round in case their flight falls out of position again.

2.   MANDATORY PICK-UP AFTER BOGEY

  1. A player who fails to score a bogey is mandated by the Tournament Committee to stop play of the hole, to speed up play. The player must pick-up his ball and not make a stroke for a double-bogey. He must mark his score with an “X” to indicate a pick-up. Failure to do so is an automatic two (2) point deduction from the team’s points total score for the stipulated round.

3.   WRONG SCORE FOR HOLE

  1. The player is responsible for the correctness of the score recorded for each hole on his scorecard. If the player returns a score for any hole lower than actually taken, PLAYER IS DISQUALIFIED FOR THE STIPULATED ROUND. If he returns a score for any hole higher than actually taken, the score as returned stands.
  2. WE highly encourage all players to check their scorecard before signing and submission or dropping into the designated Score Box. If any matters arise during play that needs to be settled, check with The Committee before submitting the scorecard. Both player and marker may be disqualified for the submission of an incorrect scorecard.

L. DISQUALIFICATION/ SUSPENSION

At any time, the Tournament Committee reserves the right to disqualify and / or suspend any team or individual from their participation in the FIL – AM Invitational Golf Tournament. Reasons for disqualification/ suspension may include the following:

  1. Disrespect to the sponsors, tournament officials and staff.
  2. Unbecoming conduct and gross violations of the Rules of Golf and serious breach of golf etiquette by any team member/s during the tournament.
  3. Violation of the House Rules of both Host Clubs/Hotels.
  4. Whether intentional or not, misrepresentation and/or playing under any other identity.

M. CLOSE OF COMPETITION

The Tournament is deemed to be closed after the awarding of trophy prize in each division.

THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO MAKE REVISIONS AT ITS DISCRETION – TO ADJUST OR FOREGO – IF IT FEELS THAT SUCH ACTIONS ARE IN THE BEST INTERESTS OF THE TOURNAMENT.

1.

TEAM

  1. Team will consist of 8 players.
  2. Each team member will play 2 days. Eight (8) players will represent their respective team on Saturday and Sunday.
  3. Team points will be the total of the top 6 scores for each day.
  4. We will have 3 Divisions on the Men’s Regular; CHAMPIONSHIP, FOUNDER and FRIENDSHIP.
  5. We will have 2 Divisions on the Men’s Senior; CHAMPIONSHIP and FRIENDSHIP.
  6. The committee has the final decision as to which division the team(s) will play on.
  7. Teams must have a minimum of six (6) players on their daily roster. If they have less than six (6), the team is disqualified for the day.
  8. Only the team captain from each team will register for their respective teams.
  9. All team member must be at the course 30 minutes before the shotgun start, if a team member is not at the course 15 minutes before the shotgun start he is deemed ineligible and thus Disqualified for the day. The player can still play but, his score will not count.

PAIRINGS

  1. One (1) player from each team will play with three (3) other players from three different teams.

3.

FORMAT/SCORING

  1. Format will be STABLEFORD
  2. If a team has 3 or more low handicap players, the team will play in the Lower Division (see handicapping below).
  3. Points are accumulated based on the players GROSS SCORE on each hole.

    Double Bogey or Higher - 0 point
    Bogey - 1 point
    Par - 2 points
    Birdie - 3 points
    Eagle - 4 points
    Albatross - 5 points


  4. In case of a tie, it will be a card off;
    1. Team points on Saturday then Friday (for INDIVIDUAL – Sat then Fri score)
    2. Based on the highest score that qualified (Friday then Saturday)
    3. Based on the 2nd highest score that qualified (Saturday then Friday)

4.

HANDICAPING

  1. Each player must have a verifiable handicap.
  2. Players without handicap must play with 0 HANDICAP until they establish their FIP (Filam Interclub Points) – 1 year.
  3. Regular Handicaps; Championship (0 to 8), Founder (9 to 15), Friendship (16 and UP).
  4. Senior Handicaps; Championship (0 to 10) Friendship (11 and UP).
  5. Higher handicap teams have the option to join the lower division.
  6. Teams can have a maximum of (2) low handicap players on their team provided that player is playing on the division closest to where he should be playing.
  7. The tournament committee will have the final decision on handicaps, disputes and disagreements.

5.

RULES

  1. USGA rules apply. In case there is a local rule, local rule applies.
  2. Each player must putt out unless, a player is putting for double bogey in which case the player needs to pick up his ball. A two (2) stroke penalty will be assessed for teams in violation of this rule.
  3. Each player on the same cart will score for the other players on the other cart in their flight. Make sure to verify your scores before signing. Once the score card is submitted, no changes will be done.
  4. If you don’t have a complete score you are automatically DQ.
  5. ELIGIBILITY for SENIOR DIVISION – Players must be 55 years old or older.
  6. We will be using 2 courses, Siena and Arroyo and will have a shotgun start at 8:00 am both days. We will have at least 100 on each course and a maximum of 144. The regular championship, senior championship and maybe founder’s division will use Siena on Friday and Arroyo on Saturday, the rest will use Arroyo on Friday and Siena on Saturday.
  7. In order to speed up the play, there will be a Marshall on the course. The first time you are out of play (lagging behind the group in front) you will get a warning. The 2nd time you’re out of play the Marshall will tell your group to pick up and your group will get an X on that hole.

6.

COST/PRIZE

  1. Cost to join is $325 per player.
  2. Team registration fee is $200.
  3. Full Payment is due August 25, 2023.
  4. Includes; green fee, cart, range balls, dinner, giveaway, raffle, trophy and medals.
  5. A Team trophy and Medals for each team for 1st place and 2nd place winner.
  6. Individual Trophy/Plaque for each division.

RULES OF PLAY – The tournament shall be conducted in accordance with the Rules of Golf of the Royal and Ancient Golf Club of St. Andrews and the local rules of Rancho Palos Verdes, APO Golf and South Pacific Golf.

MANNER OF COMPETITION – the Tournament will be divided into 6 divisions.

Seniors Division - 55- up age bracket
Division I - 50 % of the teams

  1. A team shall be composed of 5 players. The best 4 scores per day will count as the team score for the tournament.
  2. The average of the three (3) lowest indexes of August 1-15, 2023 shall determine the team’s
    classification, WHS index will be applied.
  3. For individual competitions, classification will be based on the usual handicapping system.
    (Champ), (0-9), (10-17), (18 and above), (Seniors I & II), (Ladies Division).
  4. All groups whether team or individual should play 18 holes each in Rancho Palos Verdes, APO Golf and South Pacific Golf over the three (3) days tournament.
  5. Stableford scoring for Mens Regular & Ladies.
  6. Molave scoring system for Senior’s Division.

31st DURIAN TEE INVITATIONAL GOLF TOURNAMENT

CONDITIONS OF COMPETITION

1.

GENERAL – The 31st Durian Tee Invitational (“The Tournament”) is a Member-Guest competition hosted by the members of the Apo Golf & Country Club, Inc. It will be played from August 10 to August 13, 2023.

2.

GOVERNING RULES – The 2023 Rules of Golf as laid down by the R&A and the USGA. The Local Rules of the Apo Golf and Country Club as printed on the scorecards, the Tournament rules as specified in this COC and any official announcement/s made prior to the start of the tournament and either posted in the bulletin board or broadcast thru SMS.

3.

ELIGIBILITY – The Tournament is limited to amateur golfers in good standing, at least 18 years of age and with a UNHS or Club Certified Handicap.  Members of the National Team & the National Training Pool are not eligible to join.

4.

FORMAT – The Tournament is a 36-hole Stroke Play, MOLAVE Gross & Net Scoring System, Team and Individual Competition played over four (4) consecutive days.

5.

STIPULATED ROUNDS – Each competitor shall play 36 holes for the tournament, 18 holes per playing day.

6.

HANDICAPS – The Handicap Index Reference will be for the month of August 1, 2023:

  1. For Members & Guests with WHS (formerly UNHS) Handicaps the lowest handicap will prevail if he/she has multiple memberships.
  2. For Guests without WHS Handicaps, a Club Certified Handicap must be submitted to the Tournament Committee.  Deadline for submission of Club Certified Handicaps will be on August 1, 2023. 

  3. Guests with NO handicaps or those that fail to submit Club Certified Handicaps shall be given a ZERO (0) handicap.

  4. A player who declares a wrong handicap shall be disqualified from the tournament.

  5. Maximum handicap for Gentlemen will be 27 and 32 for the Ladies.

The Committee reserves the right to adjust or alter any Club Certified Handicap of a player before, during or after the competition for the better interest of the tournament.

7.

SCORING – MOLAVE Gross & Net Scoring System shall be used in the Tournament where:

  1. Marker - Each player shall be assigned as a MARKER to record the scores of another player in the same flight. The marker MUST score him/herself and NOT THE CADDIE.
  2. Scoring - The marker shall record the gross scores only of the player & shall mark pick-ups with an X.
  3. Marker’s Responsibility – The Committee may disqualify the marker if it is shown that he/she has deliberately violated the above rule on Scoring and/or deliberately performed actions so another player may be disqualified.
  4. Submission – The scorecard is deemed to have been submitted when it is dropped into the drop box provided for.  A scorecard must be submitted before any member of the succeeding flight has submitted their scorecards or within 15 minutes after holing out if they are the last flight of the morning or afternoon.
  5. Handicap Holes – The corresponding holes where your handicap is to be applied shall be marked for your convenience and guidance.
  6. 5.6 Avoid Penalties by observing and doing the following:

    1. Retrieve your scorecard from your maker immediately holing out.
    2. Check your scorecard & ensure that only gross scores are legibly recorded.
    3. Settle any doubtful points with the marker or committee before signing.
    4. Clarify with the Scoring Committee any illegible scores before submitting it. Scores not legibly written shall be interpreted & recorded by the committee at its own discretion.

8.

MANDATORY PICK-UP – to promote a faster pace of play, any player who no longer has a chance to score a point (gross or net) on a hole MUST pick-up his/her ball and discontinue play of the hole. A player that continues to play the hole shall be penalized with a TWO (2) point deduction on his/her score for each stroke taken after the Mandatory Pick-up.

9.

TEAM & INDIVIDUAL DIVISION & AWARDS – All teams and players shall compete for team & individual awards.

  1. Team Competition – a team shall be composed of two (2) players; a member of AGCC and his/her invited guest.  The 36-hole aggregate scores of the member and his/her guest shall be used to determine the winners of the tournament.

  2. Individual Competition – Players shall be classified according to their handicaps.  The 36-hole aggregate score of the competitor shall be used to determine the winners of the tournament.

      4. Division Gross & Net Runner-up – (Class A, B & C)
      5. Division Gross & Net 2nd Runner-up – (Class A, B & C)

  3. Winners in the Team Competition will be determined first before the winners in the Individual Competition.  However, all players are qualified to win the Over-All Gross and Net titles.

10.

SCHEDULES, PAIRINGS & TEE TIMES – There shall be FOUR (4) sets of schedules that the players can choose from on a first come, first served basis.  Requests for schedules can be made only until August 1, 2023 and after the team has paid in full its entry fee.  After August 1, the Tournament Committee shall assign at its own discretion schedules for registered players.

    31st DT Schedule A: Thursday 06:00AM  &  Saturday 11:00AM
    31st DT Schedule B: Thursday 11:00AM  &  Saturday 06:00AM
    31st DT Schedule C: Friday      06:00AM  &  Sunday   11:00AM
    31st DT Schedule D: Friday     11:00AM   &  Sunday   06:00AM
  2. Shotgun Tee Off at 06:00AM  and  11:00AM.
  3. Members & their Guests are encouraged to play together in the same flight.
  4. A player who is LATE TO TEE is not disqualified.   He will score ZERO Points on all holes that he/she failed to play and will be allowed to join his/her assigned group on the tee of the next hole to be played.
  5. The TOURNAMENT COMMITTEE RESERVES the right to alter, change or adjust the tee times of teams or individuals for the better interest of the tournament.

11.

HOLE-IN-ONE – All tournament participants shall tee-off from the same tee-mound on all Par 3’s.  Any participant who makes a natural ace on any Par 3 shall be entitled to the prize designated for that hole.  In the event of multiple natural aces on the same hole, the prize shall be divided equally amongst the winners.  An ace that is scored using a mulligan does not entitle the player to the special prize.

12.

DOUBT AS TO PROCEDURE – In case of doubt as to procedure, play a second ball:

  1. If during play, a player is doubtful of his/her procedure, he/she may - without penalty - play a second ball.   After the doubtful situation has risen and before taking further action, the player must announce to his/her marker or fellow competitor that he/she intends to play two balls and declare which ball he/she wishes to count if the rules permit.
  2. The competitor shall report the facts to the Committee before returning his/her scorecard.

13.

TOURNAMENT FEE

  1. PhP 14,000.00 per team inclusive of Tournament Giveaways, an invitation to the Awarding Ceremonies, a Complimentary Practice Round for tournament guests and a chance to win Hole-in-One and Raffle Prizes!

    1. The tournament is limited to 500 players only on a first come, first served basis.  Deadline for payment will be on August 7, 2023. Only paid entries will be included in the tournament pairings.

TIE BREAKS – Ties will be broken using the following process:

  1. For the Team & Individual Competition, the 36 Holes aggregate score will be used:

    1. Total score for DAY 2, if still tied;
    2. Total score for Holes 10-18 of DAY 2, if still tied;
    3. Total score for Holes 1-9 of DAY 2, if still tied;
    4. Hole by Hole score for DAY 2 starting from Hole 18, 17, 16… & so on, if still tied;
    5. Total score for DAY 1, if still tied;
    6. Total score for Holes 10-18 of DAY 1, if still tied;
    7. Total score for Holes 1-9 of DAY 1, if still tied;
    8. Hole by Hole score for DAY 2 starting from Hole 18, 17, 16… & so on, if still tied;
    9. Team or Player with the LOWER HANDICAP, if still tied, TOSS COIN.

LOCAL RULES

  1. Out of Bounds
    1. Out of Bounds is defined by the line between the course-side points at ground level of white stakes and fence posts.
    2. The course side edge of any wall defines the boundary of the course.  A ball is out of bounds when it is beyond any wall defining the boundary of the course.

  2. Penalty Areas
    1. Penalty Areas are marked with Yellow and Red Painted Lines and/or Stakes. When marked with a painted line, the painted line shall be the basis for the boundaries of the penalty areas.

  3. Drop Zone
    1. Hole 10:  If a player’s ball comes to rest on or near the cart path behind hole number 10 or interferes with the player’s intended line of play or swing, the player is entitled to FREE RELIEF from the obstruction and shall be allowed to drop in the provided Drop Zone.
    2. Hole 11:  If a ball is in the Penalty Area behind the green of hole number 11, including when it is known or virtually certain that a ball that has not been found came to rest in the penalty area, the player has the following relief options:
      1. Take relief under Rule 17.1, or
      2. As an extra option, drop the original ball or another ball in the Drop Zone provided for which is defined by a white line and the letters D.Z. indicated inside the Drop Zone.

  4. Ground Under Repair
    1. Take Relief under Rule 16.1, or
    2. As an extra option, drop the original ball or another ball in the Dropping Zone provided for which is defined by a white line and the letters D.Z. indicated inside the Dropping Zone.

      Penalty for Playing Ball from a Wrong Place in Breach of Local rule:  2 points deduction.

  5. Use of Distance Measuring Devices
    1. The use of Distance Measuring Devices shall be permitted as provided for in Rule 4.3

  6. Slow Play
    1. Players must keep up with the pace of play at all times.
    2. A flight that is behind the pace of play will be given a verbal warning and asked to speed up play.
    3. If the flight is in breach of the rule for the second time, they will be put on the clock (maximum of 15 minutes to finish a hole) and each player in the flight will be penalized with a 1-point deduction.
    4. if the group still falls behind the pace of play, EACH PLAYER will be penalized with a 2-point penalty deduction.
    5. A fourth offense will result to a penalty of Disqualification for the entire flight.

  7. Green Edging Free Drop, nearest point of relief, not nearer the hole.

GOLF ETIQUETTE 101:

  1. Unlike many sports, golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the INTEGRITY of the individual to show consideration for other players and to ABIDE by the Rules. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.
  2. This is the spirit of the game of golf.
  3. Players should always show consideration for other players on the course and should not disturb their play by moving, talking or making any unnecessary noise.
  4. Players should ensure that any electronic device and mobile phones taken onto the course does not distract other players.
  5. Play at a Good Pace and Keep UpIt is a group’s responsibility to keep up with the group in front.
  6. Players should be ready to play as soon as it is their turn to play. When the play of a hole has been completed, players should immediately leave the putting green.
  7. On PAR 3’s – As a matter of courtesy, allow the flight behind you to hit into the green once everyone has made it to the putting surface.
  8. A missed putt or a fantastic birdie may be reason to rant or celebrate, but please keep your voice down… other players around the course may be teeing off, taking their next shot or putting too!

TERMS OF COMPETITION

1. RULES OF GOLF

The 1st Recovery Championship Golf Tournament shall be played in accordance with the Rules of Golf of the Royal & Ancient Golf Club of St. Andrews and the local rules of Ranchos Palos Verdes Golf & Country Club and South Pacific Davao Golf.

2. TEAM COMPOSITION AND ELIGIBILITY

2.1 A team consists of four (4) players and each player must be 18 years of age and above. A team member can be replaced not later than August 10, 2023.  After August 10, 2023, a team ember can be replaced under the following conditions: (a) the replacement must have an index not LOWER than the member being replaced and (b) the team classification will remain.

2.2 Each team must have a Team Captain who will represent the team in all dealings with the Tournament Committee.

2.3 Current Professional Golfers, whether Touring or Teaching Professionals, and current or former caddies are not allowed to play in the tournament. Former professional golfers are allowed as long as they have reinstated their amateur status by NGAP.

2.4 The Tournament Committee reserves the right to reject the application of any team or any member of a team seeking entry into the 1st Recovery Championship.

3. TOURNAMENT FORMAT

3.1 A 36-hole Stroke Play, Modified Stableford (Molave) Team Competition played over two(2) consecutive days and simultaneously on two (2) golf courses: i.e., at Ranchos Palos Verdes Golf & Country Club and South Pacific Davao Golf.

3.2 Teams shall be classified into four (4) divisions based on the Team Handicap Index Average, that is, the average of the lowest three (3) WHS Indices as of May 01, 2023 of the members of the team. Those without WHS or US GHIN will be given zero (0) index. Those with WHS or US GHIN but without handicap index on May 01, 2023 will be given 70% of their current handicap index.

3.3 The team divisions are:  Division A, Division B, Division C, and Division D.

3.4 The player’s gross scores shall be converted to the following points:

(a) Triple Boget or worse = 0
(b) Double bogey = 1
(c) Bogey = 2
(d) Par = 3
(e) Birdie = 4
(f) Eagle = 5
(g) Hole-in-One = 6
(h) Double Eagle = 7

3.5 The team scoring the highest number of points in a division, after 2 days of play, shall be declared the winner in that division.

3.6 The Tournament Committee reserves the right to review the submitted handicap indices and to adjust the same should it be determined that the handicap index does not truly reflect the player’s golfing skills.

4. TEAM CLASSIFICATION

4.1 Teams will be ranked according to their team’s handicap average and grouped   according to the following distribution:

Division A: Top 10 Teams + Teams within 1 team handicap average of the 10th ranked Team,
Division B: Next 20 Teams + Teams within 1 team handicap average of the 30th ranked Team,
Division C: Next 25 Teams + Teams within 1 team handicap average of the 35th ranked Team, and
Division D: Rest of the Teams.

4.2 The Tournament Committee has the discretion to change the format of team distribution in the best interest of the Tournament.

5. PAIRINGS AND TEE-TIMES

The Tournament Committee will not entertain any request for tee times or playing dates.

6. LATE TO TEE

A player is late to tee if he/she is not on the tee, ready to play, when the starter calls the first player in his/her flight to tee. The concerned player will have no score in that hole, but will be allowed to join his/her group on the next hole.

7. PICK-UP

To promote faster play, a player who no longer has any chance to score a point on a hole must discontinue play of that hole. Any violation of this rule will merit a 2-point deduction on the team score for every infraction.

8. SCORECARDS/MARKERS

8.1 Each player will be assigned a marker in the same flight to record his/her score. It is highly recommended for the marker to verify with the player he/she is scoring the player’s score after each and every hole.

8.2 The marker shall record the GROSS SCORE of the player and mark the pick-ups with an “X”. If a score of more than double bogey is recorded on a player’s scorecard his team will merit a 2-point deduction for every infraction.

8.3 A player should immediately retrieve his/her scorecard from the marker immediately after leaving the putting green of their last hole; check his/her scorecard and make sure that the scores are legibly written; settle any doubts with the marker and/or the Tournament Committee before signing the scorecard; ensure that the marker has signed his/her scorecard and submit the scorecard to the Tournament Committee before any member of any flight following them has submitted their scorecards, or within fifteen (15) minutes of holing out if they are the last flight in the morning or afternoon set.

8.4 Scores not legibly written will be interpreted by the Tournament Committee at its sole discretion.

9. TEAM AWARDS

Trophies will be awarded to the Champion, First Runner-Up and Second Runner-up of each Division.

10. TIES

Ties in the team competition shall be settled on the basis of:  (a) the lowest score of a member in a team on the final day; then by (b) total team points of the last 27 holes, then by (c) the total team points of the first 18 holes, then by (d) the total team points of the last 9 holes, then by (e) drawing of lots.

11. HOLE-IN-ONE

Multiple winners on a designated prize for a hole will share the prize equally. All applicable taxes shall be shouldered by the winner/s.

12. CLOSE OF COMPETITION

The competition shall be deemed closed after the Championship Trophy of the division concerned has been awarded to the winner.

Members and guests of Non-Amateur status or Professional Golfer may join the Tournament but they are not eligible to win any awards and fun holes prizes.

PRACTICE ROUND:

Invited guests are entitled to UNLIMITED free practice rounds on weekdays upon full payment of the team’s entry fee.. Should the guest elect to play his/her practice round on a weekend, the guest will then be allowed one (1) practice round per course.

No complimentary practice round will be given to a team in case of sudden change of partner if the original partner has played a practice round.

 

Guest must be accompanied by a member.

During a round, the player must remain in the group set by the Committee, unless the Committee approves a change either before or after it happens.

A. RULES OF PLAY

The tournament is for MALE AND FEMALE AMATEUR GOLFERS ONLY and shall be conducted in accordance with the R&A Rules Limited, the USGA and the Local Rules of both Camp John Hay Golf Club and Pinewoods Golf and Country Club.

C. MANNER OF COMPETITION

1.   Team, composed of four (4) players, will play in a Thirty-Six (36) Hole Competition (2 Days). Each round (18 Holes) will be played at Camp John Hay Golf Club and Pinewoods Golf Club.

2.   All players will be playing under the STABLEFORD SCORING SYSTEM governed by following point system:

HOLE IN ONE 6 POINTS (Par 4)
DOUBLE EAGLE / ALBATROSS 6 POINTS (Par 5)
HOLE IN ONE 5 POINTS (Par 3)
EAGLE 4 POINTS
BIRDIE 3 POINTS
PAR 2 POINTS
BOGEY 1 POINT

3.   Total Stableford Points of each player will be added for a Team’s total output score. (Four (4) to play, Four (4) to count.) Team with the most Stableford points after the 36 Hole competition in each division, wins.

D. PRACTICE ROUND

  1. Practice rounds are for bonafide CGFI participants only.
  2. Practice rounds are to be scheduled by the designated team captains on or before 12:00 nn of May 14, 2023.
  3. Failure to provide a schedule by the Team Captain to the Tournament Secretariat may result to a team not having an official practice round.

E. ENTRIES

  1. Team Entry Form must be duly filled indicating all the player’s name, age, and WHS Handicap Number. The Tournament Entry fee are as follows:

  2. All duly-filled entry forms, together with proof of payment must be submitted to the Tournament Secretariat (Yvonn Lagan, Judy Escalante and Nida Itliong) on or before 5:00 pm of May 10, 2023 via email cordilleragolfers@gmail.com
  3. Each team must have a designated Team Captain who shall ensure that his team members are familiar with the rules of golf, tournament rules and other rules applicable to the competition. The Team Captain is responsible for verifying, authenticating and submitting copies of the handicap indexes of his team members.

SUBSTITUTION

Player substitution shall be allowed until 5:00 pm of May 15, 2023 (Monday). Likewise, a substituted player must not affect the Team’s currently posted Classification.

For teams without Paid Alternate Player, substitution is not allowed for any reason once the team has started to play.

F. HANDICAP

Handicap indexes shall be submitted with the team’s application. All participants must have a valid and verifiable World Handicap System (WHS) or other Internationally verifiable handicap. The Committee reserves the right to reject or adjust handicap indexes of a player before or during tournament proper. The LOWEST HANDICAP INDEX for April 2023 be utilized for this year’s tournament. NO WHS/GHIN, NO PLAY.

Handicap index of a player that does not comply with the prescribed Month (April 2023) is subject to a 33% reduction.

The Maximum allowable index of a player is thirty (30). Players with indexes of 30.1 and above are ineligible to participate.

Teams / Individuals shall be disqualified for submitting confirmed false handicap indexes (Rule 3.3b, Rules of Golf) and may be banned from future participation in the CGFI. Team protests must be submitted in writing with an attached proof to the Tournament Committee. The Committee reserves the right to investigate any handicaps.

 

G. TEAM CLASSIFICATION

Teams shall be classified based on the players combined handicap index (Total Players Handicap Index divided by four) for classification purposes. In the event a Team has an alternate, the lowest four indices will be utilized.

Participating Teams will be divided into two (2) categories, Regular Division and Senior Division under the following guidelines:

Regular DIVISION

Championship Top 4 Teams + Teams within 1 team handicap average of the 4th ranked Team
A Next 12 Teams + Teams within 1 team handicap average of the 16th ranked Team.
B Next 12 Teams + Teams within 1 team handicap average of the 28th ranked Team.
C Next 12 Teams + Teams within 1 team handicap average of the 40th ranked Team.

Seniors DIVISION (55 years old and above as of May 18, 2023)

A 50% of the teams
B Next 50% of the teams

Requests for team classification, elevation or preferred playing days will not be entertained. The Tournament Committee reserves the right to classify or reclassify any team/s if it deems such change is for the good of the tournament.

H. TEAM AND INDIVIDUAL AWARDS

Team trophies will be awarded to Champions, 1st Runners-up and 2nd Runners-up for both the Regular Division and Seniors Division.

Trophy will be awarded to each INDIVIDUAL CHAMPION for each Division and will be classified based on the entry of players Handicap Index.

TIES SHALL BE BROKEN AS FOLLOWS:

Team Competition

Best team score for the last 18 holes (Final day score output)
Best team score for the last 9 holes
Best team score on the last hole
Most number of eagles then birdies, then pars, then bogeys

 

Individual Competition

Final round score of the player
Last 9 holes score of the player

I. TEE TIMES AND PAIRINGS

The Tournament Committee will not entertain any requests for tee times or playing dates. Players who join the tournament should be ready to play on any of the dates and tee times assigned to them by the Committee.

Pairings and starting times will be released and posted by the Tournament Secretariat.

Team Captains are responsible for designating Team players order of play. Their names must be submitted no later than 1 hour prior to their tee time. Submission of pairings shall be coursed through the Tournament Secretariat (09178898917) or at the Course Registration.

BLUE TEE shall be used for the Regular Division while WHITE TEE shall be used for the Senior Division.

J. RULES DECISION

Questions regarding Rules of Golf shall be referred ONLY to the RULES COMMITTEE.

Any protest must be submitted immediately in writing (signed by the Team Captain) not later than 6:00 pm of the day of the stipulated round.

Decisions of the Rules Committee shall be final.

K. PACE OF PLAY GUIDELINES

All players must always maintain the proper pace of play. If a group falls behind by having an open hole in front of them, they will be warned by a course marshal/rules official and asked to speed up play and keep pace with the group ahead.

If they do not, in the opinion of the marshal/official, make a conscious effort to speed up play in the next few holes, the marshal/rules official will time all members of the group.

The rules official doing the timing shall be the sole judge of when it is the players turn to play and he is able to play without interference or distraction. Any player who takes more than forty (40) seconds to play his shot from the time it is his turn to play shall incur a BAD TIME and be subject to the following penalties:

1st Bad Time Warning
2nd Bad Time One (1) point deduction from total team points
3rd Bad Time Two (2) point deduction from total team points
4th Bad Time Disqualification for the stipulated round. Player will be asked to discontinue play.

The group will be timed until they have regained their proper position on the course. A player will carry his bad time for the rest of the round in case their flight falls out of position again.

MANDATORY PICK-UP AFTER BOGEY

A player who fails to score a bogey is mandated by the Tournament Committee to stop play of the hole, to speed up play. The player must pick-up his ball and not make a stroke for a double-bogey. Failure to do so is an automatic infraction. The penalty for this infraction is an automatic two (2) point deduction from the team’s points total score for the stipulated round.

WRONG SCORE FOR HOLE

The player is responsible for the correctness of the score recorded for each hole on his scorecard. If the player returns a score for any hole lower than actually taken, PLAYER IS DISQUALIFIED FOR THE STIPULATED ROUND. If he returns a score for any hole higher than actually taken, the score as returned stands.

We highly encourage all players to check their scorecard before signing and submission or dropping into the designated Score Box. If any matters arise during play that needs to be settled, check with The Committee before submitting the scorecard. Both player and marker may be disqualified for the submission of an incorrect scorecard.

L. DISQUALIFICATION/ SUSPENSION

At any time, the Tournament Committee reserves the right to disqualify and / or suspend any team or individual from their participation in the Cordillera Golf Foundation Tournament. Reasons for disqualification/ suspension may include the following:

Disrespect to the sponsors, tournament officials and staff.

Unbecoming conduct and gross violations of the Rules of Golf and serious breach of golf etiquette by any team member/s during the tournament.

Violation of the House Rules of both Host Clubs.

Whether intentional or not, misrepresentation and/or playing under any other identity.

M. CLOSE OF COMPETITION

The Tournament is deemed to be closed after the awarding of trophy prize in each division.

The Tournament Committee reserves the right to make REVISions at its discretion – to adjust or forego – if it feels that such actions are IN the best interestS of the tournament.

II. PREFERRED LIES CONDITION:

Preferred lies condition will be implemented within 12 inches or 1 scorecard in all through the green but not closer to the hole, except bunkers or sand traps and penalty areas or hazards.

35TH MANGO TEE INVITATIONAL GOLF TOURNAMENT

IMPORTANT TOURNAMENT REMINDERS

RULES OF PLAY – Conducted in accordance with the Rules of Golf of the Royal and Ancient Golf (R&A Rules Limited) and the Local Rules of ACCI.

The Tournament is a 36- hole MODIFIED STABLEFORD competition among teams of two individuals, composed of an ACCI Member and his or her guest.

HANDICAP RULE – Only Handicap Index cards coming from WORLD HANDICAPPING SYSTEM (WHS) of the Philippines shall be accepted.  Foreign participants may submit any USGA recognized Handicap Index.

ACCI Members shall use his or her  December 16, 2022, Handicap Index. If the ACCI  Member has no established handicap index, he or she may use his/ her lowest  December 16,  2022 Handicap index from other golf clubs where appropriate.  If he or she has none, he or she will play with a zero (0) handicap.

A guest shall use his or her lowest UNHS handicap index for December 16, 2022.  If a player cannot submit a handicap index, he/she shall play with a zero (0) handicap unless the Committee determines that the guest may have a plus (+) handicap. The maximum allowed handicap index for male guest is 15.9 or an equivalent of 18 at ACCI.

All female participants shall be given a handicap adjustment of their blue tee handicap as stipulated under RULE 6.2b in the USGA Handicap Manual. The maximum handicap for a female guest is 24.

LOCAL RULES

HOLE IN ONE – In the event that there is more than one winner for a particular hole, the winners will share the prize in a manner agreed upon by the winners.  Winners shall be responsible for all applicable taxes.

MULLIGAN RULES – It is MANDATORY for all players to purchase two (2) mulligans for Php 500.00 each 18 holes. These mulligans may be used anywhere on the course except on the putting green. When mulligans are to be used to re-playing. The ball must be placeds at the same spot or area where the last shot was played. The previous shot must be abandoned and the mulligan ball will now be in play. MULLIGANS are not eligible to win any of the HOLE-IN-ONE prizes.

PACE OF PLAY & CADDIES – Marshals and Rules Officials will monitor and control the pace of play, players are obliged to cooperate. Caddies Fees are to be paid directly to the Caddie immediately after the round. Minimum CADDIES FEE is set at Php 800.00 per round.

SIZE OF FIELDS AND TEE-OFF SCHEDULE

The field will be divided into four (4) classes – A, B, C, and D.  The ACCI member’s handicap will determine the team’s classification.

Tee-off will be a shotgun start at 6:15 a.m. and 12:15 p.m. for the morning and afternoon groups respectively.

DECLARATION OF WINNERS

 The team with the highest number of points after 36 holes shall be declared the Overall Team Champion and will have their names engraved on the permanent Mango Tee Invitational Tournament trophy.

In case of a tie: If the tying teams have the same total Stableford score for the second day, last nine holes, last six holes, last three holes and finally the 36th hole.

Each class shall have Team Champions and Runners-up, with individual trophies. Trophies will be given to members of the team with the highest gross points for the Overall Team Gross Champion.

Trophies shall also be given to members of the team with the highest gross points for the Overall Team Gross Champions.

RAFFLE / NIGHTLY COCKTAIL

A nightly raffle will be held from Monday, January 30 until Friday, February 3. All playing participants are entitled to join the nightly raffle on their official playing days. Physical presence is required to be eligible to win any of the raffle items.

Nightly cocktails will be held at the Main Ballroom for the day’s playing participants starting at 6:00 PM.

  • For players with WHS, One 18-hole round with handicap. Scores will be converted to STABLEFORD POINTS as follows:
